Working Partner LLC serves as project lead and fiscal agent. We are a strategy and evaluation firm based in Houston, Texas that supports mission-driven organizations to deliver meaningful outcomes by helping them move from ideas to action and action to results. The firm is organized around four core practice areas: evaluation, strategy and learning, capacity building, and community engagement. Jessica Pugil is a skilled empowerment evaluator, facilitator, and planner with over 30 years of experience in evaluating large, complex, multi-stakeholder, multi-site initiatives. Over the years, she has performed evaluations in workforce development, healthcare, and community development, and led multiple community-wide strategy initiatives in economic development and disaster recovery. Jessica holds a bachelor’s degree in political science from McGill University and a master’s degree in public affairs from the LBJ School of Public Affairs. She is an active member of the American Evaluation Association and the Texas Evaluation Network.
Paul has 20+ years of experience in community economic development, from grant maker to mission lender, and now a coach to business developers across the United States. He has designed, managed, and evaluated business and economic development programs that spur rooted wealth, and equitable and sustainable development in both urban and rural communities. Paul is recognized for his contributions to sector-based development in tourism, food and agriculture, clean energy, and entrepreneurship. He serves on Invest Appalachia’s new social impact fund, designed to blend capital to accelerate and expand community investment across Central Appalachia. Paul holds a B.S. from Birmingham-Southern College and earned his MBA in Community Economic Development from Eastern University in Philadelphia.
Kim has been an entrepreneur and community leader in civic and economic development in the Appalachian region for over 15 years. Her entrepreneurial drive led her to start Buzzworthy Biz, a Branding/Marketing agency working with local and non-local entrepreneurs to overcome sales and marketing hurdles. More recently, she has begun working as a real estate developer focused on the economic restoration of Appalachian communities. Based in Bluefield, West Virginia, Kim is a sought-after civic leader, recognized for her many contributions to central Appalachia. She holds a bachelor’s degree in Marketing/Management from Bluefield State University.
Bret brings six years’ experience in building, analyzing, and visualizing large and complex data sets. Leveraging his expertise with a broad range of statistical and data visualization techniques, Bret is uniquely effective at sharing complex data and information in a compelling yet easy-to-understand way. Bret has a B.S. in Biology from the University of Redlands and an M.P.H. in Epidemiology from the University of Texas Health Science Center at Houston (UTHealth).
Angelica brings versatile skills to the team, pulling on her quantitative training and qualitative experience to support clients’ strategy, evaluation, and capacity-building needs. Her experience in developing efficient tools together with her strong data analytics and facilitation skills are uniquely effective in uncovering the stories in clients’ data. Angelica holds a B.S. in Integrative Biology from Harvard University, where she also studied History of Science and Latin American Studies, and recently completed her MA in Social Policy Evaluation at Rice University.
Patrice is a retired military officer with over 40 years of experience in project management and organizational development. After retiring from the military, she founded P/Strada LLC, a business training and coaching organization, in 2001. She has an undergraduate degree in Chemistry, a master’s degree in Science Administration, and is currently All-But-Dissertation (ABD) in a Ph.D. in Organizational Management and Leadership Development.
